I've noticed the last couple of messages seem to hang around in my outbox for quite sometime. Is this right? Am I missing something? Or are messages only sent out after x amount of hours and I've only just noticed?

The PMs are in your outbox until whomever you sent them to picks them up. If they haven't checked (or noticed) they have a PM, then it would stay in your outbox.

People also have the option not to get notified by email about PMs.

Once or twice, I've actually failed to notice a PM for awhile (before I was more message board savvy). So, it's just possible the person hasn't seen it or hasn't logged onto the board.
